It looks that way. But, age is relative and characters who leave for any period of time (or spend some quality time in the catacombs for canon updates or what have you) may find themselves older or younger than they'd otherwise expect.
And it's just as possible that when they're returned home they find themselves whatever age they were when they left. All a mystery!

No. The communicator has nothing to do with languages and how they work in Ruby City -- so in person interactions will go the same as over-the-communicator interactions.
In general the magic of the city makes everyone understand the same language -- except in instances where the character deliberately resorts to another language. So for example, many of our Hetalia characters often go off in their native tongues, knowing that few (if any) will understand. That would be heard as another language since mentally it was intended to be one. But the language a character generally defaults to speaking will be understood by all -- as a unifying common language.
I feel kind of awkward bringing this up, but we've gone from having almost no NPC deaths to 5 in one month. For me, this kind of takes away from the seriousness/impact of the death, and it makes it hard for players who were hoping to use the death to generate plot to get the sort of response they're hoping for when we've got so many of them happening so close together.
I've seen a few games where NPC deaths and serious/traumatic plots required mod approval and while that seems a bit extreme in this case, do you think it's possible to set a quota or time limit or something just to ensure that everyone's plot gets the attention it deserves?
We've had a policy at Ruby City that generally there are no NPCs about the city. To my knowledge, we have made an exception only twice for people who have asked -- one in Tiir's case due to his nature where it was decided it would only be "new arrivals" who just never arrived. The other was for Elraine's reemergence of her disease. I'll double check with the other mods to see if they have recently approved any others.
If there are others outside these approvals, they are not ones that should have occurred. We'll make an announcement to remind people of the fact that there are not general NPCs in Ruby City.

Really, we are happy to work with players on plots that an NPC or two is needed for. :) But largely for the reason you've noted, as well as the general desolate nature of the setting, we've been general-NPC-less except when specific requests are made.
For some reason I thought this was in the FAQs, but I can't find it in the main list, so we'll be sure to add it in. RC's always been sandboxy, and we like it that way! But deaths, even NPC ones, are a big thing in the general way the City runs, so we've kept this one close to the vest.
Hey gang! This is just something that's been on my mind for a while. While most of us have HMD posts on our journals, but I was wondering if maybe we could start having an HMD meme maybe once a month or so? Maybe following the activity checks? Most of the games I've been in had them (some mandatory and some not) and I think they can be pretty productive as long as they're not abused for the sake of bashing, etc. I, personally, would love an open place to receive critique. :)

I still stand by my other event suggestion, which is the only un-replied to post on this page (makes me sad). However, I also have another one! It could be combined with my first one, or stand on its own.
My suggestion is fairly simple: What if the residents were brainwashed to believe they've always lived in Ruby City? Antics ensue.
Comments to this post are screened. You only see replied to comments because they have been unscreened to reply to. Unreplied to comments are not visible to anyone save the people who posted them -- which is why you see yours. Additionally, we tend not to reply to plot suggestions unless there is confusion about what is being suggested.
In the future, plot suggestions are better submitted here on the plot suggestions/application page. It keeps them in one place so that we don't overlook any. Those are screened as well since we like plots to be on the unexpected side when they come up.
I haven't seen that page linked anywhere, maybe you could put it on the community profiles like all the other major links? And do you want me to copy my suggestions over there?
It is on the main profile and has been since we created it back around January. It's called "Plot Application" and is directly under the suggestions link. :) It's also explained in the FAQs and linked from there, so we think it's pretty accessible.
