the context of "normal" was that even though he loves all humans regardless of gender, his sexual desire is still normal. Has nothing to do with a preference, he's just saying that izaya has "needs" just like anybody else, if that makes sense.

And about the 'love experience' thing ... maybe it has something to do with Mikage? Izaya himself said that she was one of his worshipers.

But hadn't Izaya already said that there was nothing between him and Mikage? He simply involved her in some kind of stuff that forced her to drop out of school... That's why Mikage and Eijirou hate him I think.

About the first question... they mean if Izaya has ever been in love with someone or if he ever had a girlfriend? However, I think that this question has already been answered. As stated in the novel, he has no interest in loving an individual, this is another evident piece of his sociopathic mentality. He briefly narrates in the beginning of a chapter,that he loves humanity, but that if an individual were to love him, he would not be able to return their concentrated love, but would much rather love the individuals enemies and rivals, in an sense of dawning interest. But again not in a romantic way since he's not interested in this kind of love moreover he's rather despised. Plus he's always had that theory since elementary school to not be 'too attached or too distant' from anyone and Shinra too said that his years in high school were ruined thanks to Shizuo and Izaya and no girls were willing to approach them because Shizuo was violent and Izaya shady as hell. So I think that for him falling in love is almost impossible...
