no, 'cos to be Xenophobic, it would have to be directed against different racial groups (although to be truly Xenophobic it would have to be directed against non-humans)...
The fact that I quite like the French, yet have found most of the Americans I have met to be boorish and highly offensive is neither here nor there...

There are many people, although I suspect, given the implicit, embedded nature of the power system on this rock, that NOTHING would really be that different
