No, it wasn't a kick based style. It was very free form. I'm not sure that the techniques used in the film are of any specific martial art style, it may have been the way the scenes were shot and choreographed that made it seem more unique.
I have to say, that opening sequence with the chase through the apartment building is one of the coolest things I've ever seen on film. It's almost worth watching just for that.

The distinctive fighting style in "District B13" is called Parkour, and according to my press notes, it's a discipline "that embraces the art of moving ... over, under, through, or around an environmental object."
