I'm trying to decide whether to let those that are just not comfortable with seeing Toboe as a wolf to see only the illusion, regardless of what they know about him. Because their mind has shied away from the wolf aspect of the kid, so to speak. What do you think?

Ginko can see mushi in his world-- which is the equivalent of being able to see ghosts/illusions/spirit energy. In Luceti canon, he can see through Aku's disguises, see Erim's goddess form, etc. He recognized Moro as a god right away.
So I'll leave how much he can see to your preference ^^
- While humans can see through the illusion, you'll also see the illusion. Like, you can choose to see him as a human or a wolf, whichever make you more comfortable.
skyparasol will probably be able to realise he's not human but she's not the kind to probe. Yellow... might feel something's off with him.
Going to check with you here too! Um, Yellow has the ability to read thoughts/memories of pokemon something akin to telepathy as well as heal them... or synchronize her spirits to boost/elevate their powers. Can Yellow do this to Toboe?

Uh... how they pick things up without leaving teeth-marks all over them, how they talk, how they reach high-up objects... things of that nature. ^_^

I mean, Kurtis was human, but he isn't really one any more. So I'm not sure if he'd see through the illusion or not.
Also, there's Guilt-na. She's a vampire, but in canon she always seems really terrible at seeing through illusions.

The idea I had is that pokemon could translate in a panfandom game to creatures/animals in general. But okay o/
