Unfortunately I don't have a solid plan - if I did we'd be able to act sooner.
The best course of action would be to take out his allies first and keep them restrained. We would also need a more permanent solution to the problem. If he get's released again it's back to square one once more. But this is all common sense really, I still haven't figured out exactly how to go about this.

Unfortunately, his allies have full access to their own abilities, which makes restraining them another challenge. Among those allies is also Kirie who is... just as resilient as Walter himself.
The desire to stop is there, and I believe there's enough people who'd be willing to participate. The only problem is that the man cannot be killed without the right items.
