There's nothing left to say on the absurdity of this situation, but it looks like that saying is right after all. You need an outside threat or you'll turn on each other. Always a need for an enemy, right?

Yes. The reproduction theory isn't very sound, all things considered. If they have such omniscience, they would have placed conditions more favorable for reproduction.

Considering the blend of individuals here, social experiment is the only thing that really makes any sense. Ignoring the chaos within the city, what other reason would they have for bringing in some of the more...questionable people?

Unless the intake is randomized, but if that's the case I've severely misjudged our captors.
