This is part of why I'm discomfited by the blanket use of 'terrorist' to describe enemy combatants in Iraq and Afghanistan. Don't get me wrong - there are those who specifically and explicitly use terror to push their agenda - but a lot of the folks fighting are appropriately covered by 'enemy combatant' or some variation on that. They are fighting against us, and not much more can be said.

So I suppose I agree with the sentiment about the terrorist label often being applied in a racist way - it is - but my remedy moves in the other direction: I don't think we should be labeling more white dudes as terrorists, but fewer non-whites. The term just needs to be used less, period.
