I'm going with statement of fact personally. Castiel may be developing a very slight sense of humour, but his deadpan delivery ain't that good. There was such an adorable look of earnestness on his face when he said it that I'm positive he was being serious.
My vote is it was an attempted joke, for the following reasons:
1) I don't think it's a statement of fact because I can't imagine bodiless beings of light hanging out in an actual garrison cracking jokes with each other, especially since they do not have emotions to the same degree that humans do.
2) I don't think it's a "real" joke because I can't imagine angels being able to master the subtlety and comic timing that deadpan delivery requires. So why did it work anyway? (Good one, Misha!) Because Castiel's default manner of speaking just happened to be perfect for deadpan.
3) So I think it's an attempt at humor, Cas trying to reach out to Dean. And, as said above, I think Cas's manner of speaking just inadvertently happened to work for the joke. And I think it worked too, given Dean's reaction!
I'm going with statement of fact. Haven't seen anything yet to indicate that Castiel's developing a sense of humor, and that kind of humor takes, I think, a while to develop well enough to pull it off. But I would buy it as a real or attempted joke if I saw it in fanfic or something -- I think that's all plausible.
