It's totally My Fellow Americans with Jack Lemon and James Garner (apparently) - you know, where they're both old, bitter one-term presidents? And there are people trying to kill them for some reason? Silly movie, but there's a scene where they each talk about the words they made up to Hail to the Chief. I think of it EVERY TIME.
