4 easy steps
Uses: Selective Color

1. First, resize or crop your base layer to 100 x 100 pixels, because it is the actual size you need for the icon.

It should be like this:



You can choose whether to sharpen or blur etc. your icon base, its up to you =]

2. Duplicate the base layer. Set the duplicated base layer to Multiply. Now set the layer's opacity at 16%

It should look like this:



3. Next, Go to Layer > New Adjustment Layer and create a Selective Colour Layer with the following settings:

Reds:
Cyan -65
Magenta 0
Yellow +65
Black +65

Yellows
Cyan 0
Magenta 0
Yellow -85
Black 0

Neutrals
Cyan 0
Magenta -32
Yellow -40
Black +7

The layer should now look something like this:



4. Now, duplicate the new selective color layer you just created. Now set its opacity at 67%

And voila! It should finally look like this...
