Previous and Forward buttons?

The layout I have done for a comm doesn't have previous and forward buttons for some reason. Is there a code that I need to enter into my theme layer to be able to get these to show? Also, is there a way to get a permalink option for all entries?

mart said here: Your point seven [adding previous and next links at the bottom] is a little more complicated. Quite Lickable doesn't really have a hook for adding in stuff at the end of the page. The only way you can do it is to override the main page printing function, but I would recommend against doing that since you will then lose out on any future changes/fixes to that function..

As for the other point (a permalink) I think mart said in an earlier entry that it was possible, but I'm not sure how.
