Totally frustrated with trying to load new banner I need HELP!!!!!

I have made a new banner I want to use on journal. I've read numerous tutorials, even uses a code generater. Nothing seems to work. If anyone can help me I will sing your praises and bow to your greatness. I have included the banner I want to use.
