Nah seriously waffling must have slightly different meaning then; in Brit-English it's more 'a long rambling speech', rather than necessarily being indecisive.

Oh, yes, that might be a different meaning, then. "Waffling" has a connotation here of rambling specifically in order to avoid answering a direct question one way or the other, or of wavering between options.
