So, I unplugged everything, and turned the computer on with the bare minimum (per Alpha and Kent's advice).

I haven't had problems turning the computer on at all, but rather problems with the peripherals not responding, so the whirring of fans and lack of beeping told me nothing new.

there's no on-board video you can test?

hard to say if you have no spare card, but if you have a laptop, you can ping the name of that computer (the problematic one) and if it responds to a ping, chances are the video card is bad (or the monitor, you'd have to test that seperately), since that would show that the OS is loading up and responding to network traffic.

Pinging is a great idea. If I can't get the video to work, I didn't know how I was going to be able to yell if the computer was booting properly.

If the minimum config didn't work, time to swap parts until you find the broken one. Again, motherboard, RAM, processor, power supply, and video card. If that doesn't get to the BIOS, no point in trying anything else until you get that working.
