That's Masanori, whom Chibi-Usa has a crush on, but he actually likes Michiru, who returns the flirtation only to make Haruka jealous.

not sure what kind of geometric shape that makes, but I'm sure it's a DOOZEY!!

Usagi tries to play "cupid" (see icon #5) which doesn't actually DO anything, but by the end of the episode, there's an innocent smooch, which the writers forget all about by the next episode because they go back to being "just friends" by time the SuperS special rolls around. And then Pegasus and the Fairy kid comes along, leading to my theory that Chibi-Usa is just a sexually-pent-up ho-bag.
