Skype to Skype calls are free, including video. (you'll still pay for your internet connection of course) Skype has an IM feature, and has apps for Android phones and tablets (and possibly iPhones and iPads) Windows 8 comes with a broken Skype built in, but you can download a version that works.

You can get a phone number assigned to your Skype, then incoming and outgoing calls to phone numbers cost a bit. You can get unlimited incoming from a phone number, unlimited outgoing to a phone number or unlimited both for a year. It used to be something like $25 or $30 per year for unlimited everything, but the discounts got confusing. It wasn't worth the undiscounted price for what I used it for, and i didn't use it enough to bother to figure out if I was still going to get the discount.

Sound quality skype to skype is much better than sound quality skype to phone (or even phone to phone).

Skype is owned by Microsoft and they record all your text communications through it and most likely your audio and video as well.

We are trying to get Wen and her friends off of Skype and on to TeamSpeak. We run our own TeamSpeak server so they can be assured that the only people listening in on them is Mom and Dad (and well, we've been listening in on them because 11 year olds are hilarious when playing video games with each other over the Internet.)

yup.

if both parties have Skype, the call costs nothing at all. you are not required to give them a credit card when setting up.

Yep, We got Skype with video when Dave was traveling so much. Haven't used it much now for a couple of years.(But no, no one records your calls. Sheesh! Paranoid much?

I've used it for years; it was essential when we lived in Japan. Even now that we're close to family again, we still Skype a lot. I've never had a problem. As mentioned, Skype-to-Skype is free. I've got the iPhone and iPad apps as well, and they work pretty good.
