Um... no powers means no Shukuchi, right...?
Is Soujiro allowed be faster than the others after all?

I am not sure what Shukuchi means in his canon form, but Wikipedia says it's a form/power of fast movement to the point of teleportation. So no, it would not be allowed, but things they learned from training their bodies physically - example, being a sprinter and being able to be faster than those who don't train for that - would still be allowed.

Okay, this is a difficult situation xD He did learn Shukuchi by training and it's not that unusual for people in Rurouni Kenshin to be very fast.
