Jon looked them up on Wikipedia, apparently very little is known about Waluigi because he only exists in the Mario Kart games.

Waluigi also exists (though is not actually playable) in Smash Brothers Brawl. Also looking up Wario I don't think he's really an evil twin so much as an evil counterpart.
