Very little is actually known about Hajime Saitou’s earlier life. When he was born, he was named Yamaguchi Hajime. His father was an ashigaru, a conscripted foot-soldier of medieval Japan, of the Akashi Domain. He had an older brother named Hiroaki and an older sister named Katsu.
When he was eighteen, the apprentice of a hatamoto challenged him to a duel and ended up killing him. Just when he thought he should have been named the victor, he was accused of murder and forced to leave. As the result of this fight, Saitou could never decide on what strength and what it meant to be a warrior.
Following this event, Saitou went to Kyoto and joined the Shinsengumi. There he became the assistant to the vice commander and the instructor of kenjutsu. Later it would seem that Saito left the Shinsengumi to join Itou’s side, but it wasn't until later when Kondou reveals to everyone that Saitou was secretly spying on Itou to get their master plan. It was here were he officially goes back and sits among the Shinsengumi once again.
In season two, the Shinsengumi realized that with their current uniform and weaponry they were not going to win the war they were in. So they moved back to Edo where Kondou was made a Diamiyo Lord and lead a larger unit. It was here were everyone in the clan had to change their traditional Shinsengumi uniform into something more western.
Earlier on in this season, Saitou was worried about Hijikata since he did not seem to recover well from the grave wound caused by an oni named Kazuma. Even though Hijikata was pushing to lead his army and fight, it was Saitou who spoke to him logically and got him to rest while he took over the Shinsengumi for a while.
Later on in a war, Saitou lead the Shinsengumi into the Battle in Aizu. It was here where he was sent to command Masaki, a young Aizu Clan soldier, and his men. But Masaki refused to obey his orders, believing that Saito wasn’t a warrior since he wore his sword on the right side and wore different clothing. During a battle, Masaki finally acknowledges Saitou as a swordsman for how amazing he fought and how he lead his men. During this time, Hijikata also recovers enough to return to the Shinsengumi and they attack at Bonari Pass but it was here where they realized they were outnumbered. Inspired by how Saitou fought, Masaki sacrificed himself so Saitou and the Shinsengumi could retreat. After this battle, Lord Katamori orders them to retreat to Sendai to get reinforcements but Saitou decides to stay there and fight with the Aizu clan. Like how Masaki was inspired by Saitou’s bushido spirit, Saitou finally found his answer to what it meant to be a warrior and decided to fight along side these men. Saitou was last seen charging towards the enemy.
[Personality] Saitou is a quiet, stoic, and shy kind of guy. Most of the time he is not seen around people. But the rare occasions that he is surround by a group of people, it is very common for him to be reserved and quiet offering occasional comments here and there.
While it seems that he is quiet and reserved, there is this part of him that no one would ever expect. When people steal his food that is when they should probably wish they were dead. So beware~
It isn’t any coincidence that Saitou is the leader of the 3rd Division of the Shinsengumi. Time and again, Saitou has proved that is he loyal, polite, kind, and very wise. A lot of his men, and men outside of his division admire him. When someone is injured, Saitou would always abandon what he is doing to be there to protect them.
Saitou is often one who analyzes situations before attacking, and when he does, he figures out what he has to do and what actions are necessary in order to complete the mission.
[Specialties/Abilities] Saitou is a master of the left-handed sword technique. Most samurai warriors back then did not take the left-handed warriors seriously. It is traditional for people to learn to use their right hand or not learn at all. This was evident when he went to fight alongside the Aizu clan but none of them took him seriously and even called him a disgrace. But that never stopped Saitou from being one of the strongest samurai in the Shinsengumi. In the fight to protect Lord Katamori and his city, Saitou was able to impress the individuals who had once mocked his swordsmanship and bushido spirit.

[Fighting] Saitou isn't the type to start a fight unless he sees a reason to. But other characters are more than welcome to come and fight him.
As mentioned above, he is a left-handed swords man and a very good one. He is the 3rd captain of the Shinsengumi because he was the 3rd strongest of that clan. It is mentioned that most people that cross his way are always impressed with his skill despite his "disability".
