Black Star isn't exactly my favorite character in the series (mostly because in the manga, I really wanted Liz or Patty to rescue Kid and just facepalmed when the artist went with Black Star instead, who um...alreaddy had a huge one-on-one battle with Mifune earlier in the series), but he's great comedy relief sometimes, and I like that he's ridiculously loyal to his friends and doesn't attack witch children because he's decent like that.
2) Is he/she important to the general plot?
Yes, I think so.
3) Can you relate to this character at all? Does he/she grip you emotionally?
Um. Not really. His interactions with others typically inspire me more than anything he does by himself. Although I do admire his "move on from the past" perspective.
4) How much do you like the fandom that this character comes from?
I haven't really looked into the fandom much, so I have no idea what it's like.

1) What is your opinion of this character? If you like, explain why you like him/her.
Anders is crazy, but that's why I like him. I don't know how to explain it. I have a thing for tortured, handsome male characters who change personalities every 3.5 seconds and aren't total tools or assholes with the ladies they love, and he fits the bill. That and he automatically became my favorite the instant he started ranting about how he had to get rid of his cat.

Considering he [SPOILER SPOILER SPOILER] at the end, I would say so. We would've been playing a different game without him.
