First "Banning Order" since 2005?

Order Pusurant to Art. 22 of Publication Act

The Executive of the Republic has hereby announced the distribution of the following publications are curtailed immediately until further notice:

Pages 18-21 of Chapter 41, and the entirety of Chapters 42-44 of the comic Sket Dance by Kenta Shinohara, which have been collected into Chapters 1-4 of Volume 5 of the same comic, and all its translations;
Any adaptations of the above, including, but not limited to, the twenty-fifth episode of the animation of the same title.

This order should not be construed to curtail:

Any printing, binding, transportation, or similar acts of the material named above, or profiting from such activity, if it would not cause the distribution of such material within the Republic;
The application of any part of the Copyright Act on the named materials;
If the material(s) named above is/are part of another work(s), the distribution of any other part of the said work,
The distribution of any material named in Art. 22(d) of Publication Act, and
The Exercise of discretionary powers by the Executive to waive any part this order outside of the proviso pursuant to the Constitution.
