20 years ago, which would you have bet on being developed first: flying cars or cyborgs.....

I think the biggest problem about flying cars is that there are only a few places where they would really be beneficial (NY? LA? a few European cities?). Gybergenics has application for a far greater audience. It's capitalism at its finest.

Once they stop adding lanes to roads and a significant portion of the population takes upwards of half the time they spend at work stuck in traffic, you'll see movement on the flying car.
