Why does your dad have to be on the policy?

i need my mom to be on the policy but i cant have my mom with out having my dad on too. he said becuase they are seen as one entity that its either both of them or none of them. my dad was in about 5 accidnents in 2 years... all of them totlling the car he was driving.
