Quatre has empathy and telepathy (as evidenced by the post's title!). Canonly, they would not warrant a permission post, but the Mist is awesome (read: a jerk) and has amplified the ability. So now, both his empathy and telepathy are reactive in most situations; this doesn't include network situations, unless it's a distressing event or otherwise specified to me. Basically, he has to be in person to sense something beyond the extraordinary.

Anyway, let me know what is and isn't okay. I have a questionnaire for the ease of information.
