Check their terms to make sure they do not include upload in the cap figure. I know some ISPs here certainly do.
Otherwise, ask for an ISP approved tracker. There should be some account management tool you can log into and see what your usage was and when. If it is a wireless network, make sure it is secured so that none of your neighbours can leech.
If you're using their tracker, it will allow you to challenge it in future. I would sayy you have to suck it up for this month, though. Do they let you purchase additional data blocks? Our ISP does for an extra $10 or so per 5GB. Might tide you over!
We'll definitely get on asking them for an approved tracker. As, hopefully, they'll recommend one that's free.
As for additional blocks, I'm pretty sure they don't allow that right now due to the economy, they just basically have the allowance and then once you go over said allowance, you're not charged, you're just slowed.
