no, after 11 they can say some pretty stupid things. by stupid i mean pointless, dumb, sexist, derogatory, degrading, inappropriate, thoughtless, confusing, etc...
and sometimes they can be persuasive. persuasiveness meaning girls will do anything to make them stop talking. so basically, "he" needs to be strong in the sense of not talking. "he" needs to learn the art of shuting upeth.
