I think the central problem of his version of conservatism is that of resolving legal and moral disputes. If "good" is decided by the prevailing notion of good held by the majority of people in the society, there will always be minorities suffering within that society. Even the people who form majority will suffer in various issues because even the people who form the majority do not agree on every issue.
Due to irrational nature of deciding what is good in Kekes' conservatism, what is good and bad is decided by irrational means. Propaganda, intellectual powerplay, censorship, and sometimes even in violent means.
