The only thing I can think of off the top of my head would be to go along to forums of bands and other teen magazine websites and make some posts about what you're trying to accomplish. You may want to email the sites first though to ensure your posts don't get deleted for soliciting. Some link and ad exchanges with those sites might push people toward your site as well.

Failing that, get in touch with the local schools and colleges to find out if they'd be able to inform their students of your project and get them involved. Classes in creative writing and journalism could be a good target but I would guess that going after the people involved in school newspapers and newsletters would be viable too.

Your own "zine" -- wow!
Good luck. :) After working for the biggest flake in the world (albeit a very nice flake) for almost four months now, starting a magazine is a lot easier than I once thought. Find your niche, and go for it.
