But in CoS, they couldn't tell that Dobby was the one who used magic and assumed it was Harry. If they were indeed overlooking this here because of Sirius' escape then they are very foolish as Sirius could have been the one doing magic to attack him, right? All the more the MoM should be cracking on magical uses. .... UNLESS the MoM can tell if the magic user is underaged.

I'm with rainpuddle13 on the use of magic thing. The minister seemed to know exactly what Harry had done that evening but dismissed it, thus his questioning of the minister. (Psst... also with kirixchi - getting crowded in Lucius' pants *eg*)
