Just a thought I had when I was re-reading PoA. You know the scene where Harry explodes Aunt Marge's wineglass? Isn't that involving the use of magic? The Ministry of Magic should have sent a letter immediately like when they did during CoS then. Or is this incident not considered magical in nature because it did not involve the use of the wand and

I think in POA the Minister was overlooking Harry's magical 'indiscretions' because of Sirius Black's escape. That had the whole wizarding world in a tizzy and the Ministry falling over backwards to protect him.

In COS he didn't have his parents murderer after him thus they cracked down on him.

You know, I didn't think of that. *facepalms* I stopped after reading that part and had the thought to post this.

But in CoS, they couldn't tell that Dobby was the one who used magic and assumed it was Harry. If they were indeed overlooking this here because of Sirius' escape then they are very foolish as Sirius could have been the one doing magic to attack him, right? All the more the MoM should be cracking on magical uses. .... UNLESS the MoM can tell if the magic user is underaged.

Well, house elf magic is different. I think they keep a closer eye on Harry than others so when they detect magical anything that just assume it's Harry and off they send a warning.

That and Fudge was in Lucius' backpocket at the time and could have been looking for anything to clamp down on Harry.

I'm with rainpuddle13 on the use of magic thing. The minister seemed to know exactly what Harry had done that evening but dismissed it, thus his questioning of the minister. (Psst... also with kirixchi - getting crowded in Lucius' pants *eg*)
