My suitemate last year actually did send a sarcastic letter to the dean that was sort of like this except shorter and with more curse words about a class that all of us in our "House" (college within a college) have to take. No one ever got into that class unless they had insanely early registration timings and he complained about paying for something that was impossible to get into. He received a formal rebuke and then was promptly enrolled in a brand new section that was created right after the official response.

Moral of the story: Send it in a box with large "Anthrax" labeling to the chancellor. Sign it with the name of someone you hate.

I don't know what else to say, except that's a really rotten situation they've put you in. Bureaucracy sucks. Is there anyone you could talk to about this who could have the power to help you out? I realize Davis is a huge campus, but it might be worth it to get your claws into someone who can fix things for you (or someone who has the ear of someone who can fix things for you) and not let go until they do.
