The Nazi-Soviet Nonagression pact it was called, and signed in 1939.
It was broken during the Barbossa Plan of 1941, when the German Blitzkreig was launched across Soviet occupied Poland. The Nazis call it "Libenstraum" or Living Space. Because you know, 50 million people really need over a billion square miles of land to live on.

However lets not forget the Soviet war on Finland. If you want real assholes, we need to talk about the Soviet Union. I mean, in the end it wa a war of "Who is the bigger asshole?" and Stalin won.

You want to know why? Because the master race can't get it through their head that they aren't the masters at anything, except losing.
