Forget it even being a law - what about common sense? "If I stop here, no one will be able to get through the intersection the other way. So maybe I should stop somewhere else instead?" Guess some people just don't really think of others.

Unfortunately, I doubt the lady reads your LJ.

I really wish I had a gun mounted to the top of my car that shot large stickers onto people's cars that said things like "I'm an idiot!" or, in your case, "I have no clue how to drive!"
