Easy; in the rumormill, everyone talks to everyone. "It must have been X!" is assumed true for any value of X. It's just that the true X acts a little differently.

Imagine a bad detective novel, with the sleuth pointing and shouting at each suspect, "It was you! You're the one who did it!" and nine of them saying, "I wasn't even there that night," and one of them saying, "It wasn't like that..."
