I've done that stuff before. Never to any excess, just a few breaths. It's a (familiar?) giggly feeling for a few seconds. It also drops your voice an octave, opposite of helium.
I've never particularly gone out of my way for duster, and I've always suspected it was damn dangerous. That kid probably just inhaled way too much in one stretch or all at once. I doubt it's as dangerous as that story made it out to be, but still more dangerous than the so-called "benefits".
