Well, where are you going to put all those dogs? It wouldn't be safe for humans to train them, and it's not as if there are wild dog habitats we could release them into, are there?
There's definitely a difference between putting a dog to sleep, and setting a dog on fire to see how far it can run before it drops. The first is a matter of duty; the second is the act of someone who enjoys causing gruesome death.
That's a work of fiction, though. In the real world, we already have enough of a problem with people's dogs killing or maiming children, unprovoked. At the end of the day, dogs are still predatory pack mammals. They may be inbred, and generally dumber and weaker than the genetic stock they're derived from, but a dim set of the wild instincts still remains. Often times, it's not even a matter of the dog trying to "hunt" or "kill", but simply a matter of the dog feeling that the omega position of the "pack" is not clear-cut, and winning a fight will keep them out of that position in their adoptive family. It's just asking for trouble to aggravate that problem by introducing trained fighters to communities.
I guess what I'm trying to say is this isn't just about those 7 or those 50 odd dogs, this is about hypocricy, demonization of a celebrity, and man's belief in redemption
