Why is "bra" singular and "panties" plural?

because "panties" is a diminutive of "pants", while "bra" is short for "brassiere."

the word "pants" is short for "pantaloons", which is a plurale tantum, a noun that appears only in the plural form and does not have a singular version, even though it refers to one or many of the object it names. the two most recognizable in english are "pants" and "scissors".

It's plural because pantaloons used to be in two pieces, one for each leg. They were laced together at the crotch. Which was why you needed a codpiece, to cover up the laced bit.
