My guess is that if you were referring to a group of people who specialize in using this magic, you would capitalize the "s". It's passed down from one person to another sort of like a belief system right? Readers would want to be able to recognize the significance of this power and its users, so I would most likely capitalize both. Also, the reader would not become confused by the terminology. Hope this helps!
