Anyway, I'm now updated on everything.
Amari probably needs special teachers/school because of her attention issues. She needs a strong hand/role model who doles out serious consequences for actions chosen ... or she'll never learn or quit testing the boundaries. Kids who lose their parents at a young age and/or have serious turmoil and changes in those formative years are going to test for a long time. It is almost as if they need to know that they are being registered, that they are being seen, that they have a ton of attention (whether neg or positive- and if neg is easier to get, they'll always go that route).
I forgot to ask you, does the state provide any possibility of therapy for your two girls (meaning, where you wouldn't have the added expense?) ... or your insurance cover something like that? If so, I would suggest a child therapist (at least for Amari, and maybe both). It can't harm, and might help.
