Because the person asking the question is not in Holland - where there is actually a far lower percentage of people who use the stuff than in the US and other countries where it is illegal. *is highly amused*
It's okay, no offense to you lot, but a huge amount of Americans tend to forget that. And LJ is US based, so again: it makes sense.
It's been legal in Holland for decades - since before my mother can remember - and people use it less there than almost anywhere else. There has never been a problem with it (in fact, I'm not sure if it was ever illegal there...).
Now THAT is true. Definitely. And it says a lot about the state of the world (or is it just the US?) that no legalization laws go through because of that.

Ah, so, really? It works out fine where it's been legalized?
One answer reminded that it's all about the money and it's the dealers that are really profiting so why would they want to lose that?
