Basic Information

Arrival Date: Dayshift 34 - Friday

Canon Point: Just after the season four episode 'Divided We Fall'. The Justice League have defeated Brainiac-Luthor and decided against disbanding, but they're still largely distrusted by the world. Flash has learned about his link to the speed force, but hasn't had time to come to terms with it or what he did against Brainiac-Luthor, though he does know that trying to go that fast again would be a Very Bad Thing.

Condition: Currently fine, though he has a few scars from past experiences.

Powers and Abilities:

Powers - Originally

Wally's powers stem from his connection to the Speed Force, a sort of other dimension composed entirely of pure energy. This connection primarily allows him to move at extraordinary speeds, though it also grants him some other abilities.

Wally's top speed is a bit of a grey area, though he has on one occasion exceeded the speed of light. This unfortunately resulted with him being drawn into the Speed Force and almost being unable to return. Since then, Wally has said that he could never go that fast again else he would risk the same result.

When moving at speed, Wally generates an aura which protects him and anything he carries from the effects of friction and wind resistance and it also offers some protection should he collide with anything. He can also run up, down or along vertical surfaces as well as along the surface of water by moving fast enough to avoid breaking the surface tension. He's also well known for using his speed to create wind vortexes or small cyclones by either running in circles or moving his arms in fast circles. Probably somewhat obvious, but he can also hit and throw things very fast (bringing food fights in the commissary to a whole new level). He also has a degree of increased strength, mostly apparent in how he can lift and carry people a lot bigger than him large distances, though it's also come in handy for the occasional bit of property damage and bad-guy beating.

It's only shown up occasionally, but he can also vibrate his body at a rapid rate and has used this to vibrate apart solid objects or force fields. It doesn't seem to work too well on large objects, though.

As a side-effect of his powers, Wally perceives things moving at a much slower rate than normal and processes information quite rapidly. It allows him to react to situations a lot faster than others, though it's somewhat counteracted by the fact he doesn't tend to think things through and has a habit of reacting before really taking a look at what's happening. Also, even if he sees things as happening slower than normal, he doesn't have any extra senses, so if he doesn't notice it, he can't do anything about it.

Lastly, his powers have also given him a hyper-fast metabolism which allows him to recover from injuries at a rapid rate, but also requires that he eat incredible amounts on a regular basis to maintain himself - more so if he's been running a lot. This also means that he's capable of healing at a much faster rate than a normal human can, with the time spent healing injuries condensed into a fraction of their normal time. Wally's connection to the Speed Force also grants him decelerated aging, something of a necessity considering his accelerated metabolism would otherwise see him aging at a rather dangerous rate.

Powers - Landel's

Wally’s top speed has been reduced dramatically; he can only run approximately the length of the outer wall of the Institute before he experiences crippling hunger pains and fatigue. This means he has to balance how fast he moves and for how long, otherwise he could waste all of his energy too soon and find himself vulnerable to something nasty. Because of the reduction in his speed, Wally also isn’t capable of creating vortexes or running across water and vertical surfaces as he could normally. He can still vibrate to an extent, though thus far all it’s done has gotten him a couple of funny looks.

His aura is also less efficient, protecting him from most of the friction caused by moving that fast, but he’ll start to feel heat the faster he runs and his clothing and any items he’s carrying are more vulnerable to the effects. His aura is also less protective against physical damage; he won’t wind up splattered across the first monster or object he runs into at top speed, but it does hurt a lot more than he’s used to.

The demands of Wally's metabolism are still exactly the same though, as this means he needs to eat as much as he would normally while only getting a fraction of his old powers. This means his powers are also affected by how much he’s eaten during the day. If he hasn’t eaten as much as he needs to, he won’t be able to use his powers as much before his body turns on itself. He also still processes things at a much faster speed, which occasionally causes problems as his mind tells him he can still move much faster than he actually can.

While his decelerated aging is likely still in effect, his healing rate has dropped to the standard rate in Landel's.

CHANGES FROM NIGHTSHIFT 41: After his MU session, Wally’s powers have been affected so that whenever he attempts to use his abilities, he has a random chance of the following.

1 - Wally’s powers work as per normal in Landel’s.
2 - His powers don’t work at all; attempting to access the Speed Force is just like reaching for something that isn’t there any more.
3 - His powers work too well, surging out of control and resulting in him overshooting a mark, ploughing into something, etc.
4 - His powers turn on him, causing muscular cramps, spasms, and pain; often resulting in blackouts.

Non-Magical Skills and Abilities

Wally doesn't really have much beyond his speed, he has shown a slightly higher level of flexibility than normal, but that's probably due to obsessive bat-induced training with the Justice League. It should be noted that one important detail is that he really isn't very good at fighting. He's too used to relying on the fact that he moves faster than anyone he's ever had to fight, so his fighting tactic is literally just to run in and start hitting people. While he might have had some training with the League to try and improve this, it’s unlikely he really paid attention to it and honestly, how would they check?

Possessions

Standard Equipment

↯ Small rechargeable radio kept on desk

↯ Personal journal kept in desk drawer when he's not carrying it. There's a pen kept with it as well

↯ Key ring and two keys, kept in his desk drawer. One key locks/unlocks the door of his room from the outside, the other locks/unlocks his desk drawer

↯ A roll of twenty-nine disposable pens in a rubber band, also in the desk drawer

↯ His Flash costume and the ring which it's stored in. He always wears the ring of a night, even if he's not using the costume.

↯ His patient file

↯ Whole teleportation ring (teleports to the Room of Earth)

Information for Special Characters

Aquilas: Yeah, he's so not a virgin.

Nigredo: While Wally has a reasonably strong will, he's outshadowed by several other characters in his canon and has been mentally controlled on at least two occasions, so he's far from invulnerable to such things. Wally isn't particularly depended on any one person, but his close friends (namely the other six founders of the League) are people he would trust quite a lot.

Renamon: Base-level human but with a faint something due to speed force.

Scarecrow: The episode "Only a Dream" suggests that Wally's greatest fear is linked to his powers. He doesn't understand them, so he's a little afraid that he won't be able to slow down one day, or he'll have a repeat of getting dragged into the speed force. Linked to this is the fact that in another universe Wally was killed by Lex Luthor, which resulted in the rest of the team deciding to kill Luthor and take over the world, so he's afraid that that may happen again in his world and that he'll let his friends down somehow.
