Of course ,maybe(please dear god) it could be since they expect a rather harsh hurricane season once again,they don't want to repeat the whole last disaster. He really wants to look out for us...

Bah, fuck 'im. He's always sort of hoped for the day he can play the big, strong, dictatorial "hero/villan" and would have done so all along had opporunity permitted. The only difference now is it's in writing for the world to see.

Yes, I'm aware that this has probably been his game plan all along but still it's a good idea for people to read the article.
