I'm not sure what spo-ship is, but have you personally been exposed to loud chickens? It's my understanding that they don't make much noise at all, especially since roosters (the actual loud ones) aren't allowed in most urban chicken keeping areas, and the number of chickens you can have is quite limited. They'd certainly make a lot less noise than the numerous dogs in my neighborhood who are left in fenced backyards and bark at everything because they're bored.
As far as taking business from local farmers, I can say with certainty that: 1) not enough people in the city would actually raise chickens for it to make a dent in commercial sales of eggs; and 2) so few of the eggs purchased by people in the city are actually produced by local farmers, and instead are lain by chickens raised in factory farms where they are treated inhumanely. I'd like to know that my food source is coming from an animal that is being treated with respect and the care of a household pet, and also that it is being fed the healthiest grains available.
arguing against allowing urban dwellers to raise chickens because it takes business from local farmers is like saying it should be illegal to hem your own pants because it takes business from local tailors. you may as well argue it should be illegal to do anything for yourself that you could pay someone else to do because you're denying business that professional is somehow deserving of by virtue of being a professional. i don't buy it
