You have the right to keep some things to yourself during the proposal process. Even while doing so you can be fair to both your client and yourself.
In my job I submit proposals to the government pretty frequently - and we're not required to give even them ALL the details. And (depending on the contract) we're able to request additional funds if we can prove fair & reasonable cost increases, and "better quality materials, add this, add that, how about we do this over there, that kind of thing" sound like fair & reasonable cost increases to me!
