The first time we see Tokiya he's kneeling by the side of a lake (somewhat dramatically) in what seems to be an opportune moment to sing. Sadly, before any such thing can happen he's interrupted by the female protag Nanami. Thus begins their seven episode long back-and-forth that ends with a heartfelt, teary-eyed "I love... your music"!!
That, however, is neither here nor there.
Tokiya's personality is something of a strange, mystical thing that is both easy to track and hard to pin down. In the beginning, he is cold and insensitive. He openly despises his "twin brother" HAYATO's singing and takes no qualms saying so. He mocks HAYATO for being a joke idol, for his singing, and pretty much for anything else HAYATO-related. While a sibling's rivalry isn't anything unfamiliar to anime, Tokiya's hatred of HAYATO is a little... off. That's because Tokiya himself is HAYATO. In the game, he's tired of pretending to be HAYATO. His whole image is fake and absolutely nothing about him is real. That includes his singing. In the anime, his career is starting to separate from the path Tokiya originally wished for and he's feeling conflicted on that. That, in part, has to do with the accident he had not long after his debut.
Tokiya claims to have lost his aim after said accident, and even though he knows he wants to sing as Ichinose Tokiya he still seems to be lost. He can't stop being HAYATO and he's unable to sing from his heart as Tokiya. This is a recurring issue with him. Tokiya is repeatedly told that his singing lacks something. While he's told his technique, rhythm, and pitch are all perfect-he's also told that without that "something" he's worse than HAYATO.
Which makes him become frustrated with himself, and angry. That anger is sometimes misplaced on Haruka, and likely on others as well. He's blocked in, unable to move forward and unable to move back. Which causes him more stress in the end.
That, however, is just his internal struggle of HAYATO vs. Tokiya and says very little about Tokiya as a person.
To most, Tokiya is the exact opposite of the cheery, upbeat HAYATO. He doesn't smile often and he almost always keeps to himself. He can come across as uncaring and cold, especially toward the beginning of the series. He keeps people at arms length, both because he can't trust them because he's not sure if they're using him to get closer to HAYATO and because he wants to have a completely separate image from his "brother". He pretty much doesn't trust others easily.
He's very serious, and he can come across as insensitive when he speaks. He doesn't try to filter his statements or cater to anyone's feelings. He says what he thinks and moves right on (it's hard to call him an outright bastard, however). That said, he's not without emotions even though he can be cold. He can be impatient, irritated, sad, and surprised. He just normally doesn't show those emotions without provocation, or when not in the presence of someone he knows.
It's hard to say how Tokiya acts when in the presence of someone he does know, because the only person he interacts with for the first half of the anime is Ittoki. And usually only in snippets. After that point, when he gets to know Haruka, he's overcome a few of his reservations about himself and HAYATO. From that point on he's less withdrawn, has a higher tendency to smile, and is shown to be a rather nice guy. He's polite, apologizes to Haruka for being harsh to her early-on, and... well... is pretty normal. Though he goes back to his serious facade when in the company of the other idols.
The only other characters Tokiya interacts with are Shining Saotome, his agent, and the president of HAYATO's label. When he's around those people, Tokiya acts even less certain. He's something of a push-over, which can be seen in how he handles his career (leaving it to his agent to pick jobs) and how he rolls over when told his singing career will take a backseat to his other jobs. He tries to argue it, he tries to do something, but in the end he's unable to do anything by himself. Shining Saotome has to come to him and offer him a chance to debut as "Ichinose Tokiya" before he's able to come to any sort of decision regarding his profession (or even take any actions himself). He doesn't even have the courage to tell his agent that he's decided to enter Saotome's Academy: or to decline any more jobs as HAYATO.
In short, Tokiya is... strange. He's not a total asshole, but he is serious, hard-working, on the inconsiderate side, can be polite, can be nice, doesn't like bothering others with his problems, keeps things to himself, pushes himself too hard, stresses himself out, lets himself be pressured by others, lets others take the lead/take charge of his future, and is so conflicted that it's a wonder his head hasn't exploded.
strengths/weaknesses:
☆ talented. Pretty much like every other character in the series, Tokiya is very talented-he's an excellent singer and songwriter. Not only has Tokiya been placed into S Class, but he's already debuted as the idol HAYATO.
☆ singing. Though he's noted as having no "heart" to his singing, he has perfect rhythm and pitch.
☆ dedicated. Tokiya is very dedicated to his goals. Both for himself, his love of singing, and the people he doesn't want to let down.
☆ athletic. In the game, Tokiya's HAYATO persona is noted as being good at sports.
☆ multi-tasker. He's able to balance his work schedule and school life without anyone noticing. Even his manager/agent are unaware of his double life.
ᴓ holds himself back. Emotionally speaking. Even though he wants to sing with his heart (and wants to sing passionately), it seems he subconsciously holds himself back.
ᴓ lack of moderation. Physically speaking. While attending Saotome Tokiya doesn't stop his "side job" as an idol. He continues on performing/acting as HAYATO, which results in him frequently not getting enough rest. Ittoki notes that there are times when Tokiya comes to the dorms late, and sometimes not at all.
ᴓ easily pressured. He puts pressure on himself by trying so hard to be perfect. He stresses himself out and he lets others stress him out. He strives to sing well, and to sing as himself. He has big expectations and when he doesn't reach them, he feels he's let himself/others down.
ᴓ distrustful. Because of his "position" as HAYATO's twin brother he's veeery slow to trust Haruka. He openly asks her if she's trying to get close to him because he's HAYATO's brother. It takes him a long time to get to know Haruka (many episodes spent standing around, opening windows and seeing her picking up trash, and so on).
ᴓ indecisive. He flip-flops between HAYATO and Tokiya, which ends with him giving neither persona his full resolve/commitment. He knows what he wants to do but wavers on completely going through with it, as well as his ability to do it (i.e. he's unable to stop being HAYATO until episode 12) This comes to a head when he is demoted to Class A.

[ insert door staring here. ] Somewhere out of the city? That's what it looks like.
[ suddenly, the connect goes flying a few feet forward. have a nice view of the spinning sky, until Tokiya's confused face comes into view. ] It's open.
A phone, maybe? It's older than my model. [ button press. ] But I don't think I'll be able to reach anyone on this. [ ... what do. He closes his eyes.
It doesn't look like he's going to be able to go back anytime soon. ]

"I'm not HAYATO," it was the first thing Tokiya said once he saw the woman downstairs. He wasn't HAYATO. He'd keep saying that, however many times he had to, until the woman understood. Even if it was a lie, even if he was HAYATO, he had to try and make her understand. Because that's why he thought he was here: because he was HAYATO.
Because she was a fan who'd seen him and somehow managed to knock him out and bring him to her house. To him, there wasn't a better explanation. There was no reason why someone would want Ichinose Tokiya, and there wasn't a better reason for someone to kidnap a random teenager off the streets.
He watched her bounce over with something of a cynical eye. He was about to repeat himself, to tell her she's made a mistake, when she just... smiled at him. She smiled in a sincere way that reminded him of Haruka and handed him a bag. He wasn't sure what it was supposed to be for, or even what was in it. ... yet he still took it. He was, admittedly, a little dumbfounded by her pleasantry. And also by the fact that she called him her son. Her son, huh?
Did she think HAYATO was her son?
With more skepticism than before, he stepped away from the strange woman. Something wasn't right here, and he wasn't sure if he wanted to stay long enough to find out what exactly that something was. Tokiya glanced to the nearby door and briefly wondered how hard it would be to get to it.
Not very, he imagined. Nonetheless, he didn't move.
If he could help it, he didn't want to have to run out of here. "Did you hear me?" His tone was level, meanwhile his face... let's just say that awkward quirk of his brow showed off more of his confusion than he thought.
"I said I'm not HAYATO," yet his words fell on deaf ears. In a matter of moments, he was being pushed (as the woman fussed over something or other) toward the door.
Then he was pushed out of the door. When he looked back, the door was closed and he was left standing still with far more confusion than he started out with.
