Back when Jason was still Jason Todd, he stole the wheels off the batmobile. Not the smartest thing to do, since this Batman operates alone, and isn’t afraid to maim to get his point across. Fortunately for him, before too much damage was done, he had help: Timothy Drake, budding supervillian and grieving sociopath. Tim saved his life- then convinced him to move in with him. The Drakes adopted Jason at Tim’s insistence. Tim frightens his parents very much.

Tim is also massively fucked in the head from a tragedy he refuses to talk to Jason about. Jason sticks around, since he owes the kid, and gets sucked into Tim’s manipulations. Tim is the first person to want Jason around since his mom died. Jason is the only living person Tim can feel anything for. They grow up together, grow codependent, and build Tim’s empire: The Gotham Foundation. Tim’s private army/charity/political machine, and the scariest approach to urban renewal ever.

How do you stop crime? You stop people from becoming criminals. How do you stop people from becoming criminals? You give them very good reasons not too. If it’s soup kitchens and cash transfers? The Gotham Foundation does that. If it’s murdering mob bosses and taking over the drug trade? The Gotham Foundation does that too.

Jason’s a little in love with the whole concept. He's been involved in the foundation since he was 14, and training to be part of Crisis Response. At 16, he was in charge of the beta team of Crisis Response. By 20, he was the director of the East End branch, and the public spokesperson for the Foundation. Tim, officially the CFO, also deals with the assassinations and drug trade, bribed politicians, blackmail and the sort of people the Foundation can't officially acknowledge. On paper anyway. In reality, of course, the CEO of the foundation is a very well payed puppet who does as Jason and Tim tell him. Tim intends for Jason to take over the position by his 35th birthday.
