They can change the specific contents without printing new boxes.

I guess. But they'd have to change the other side of the front label, where they show and list the contents as 3 + 2 + 8 pieces, and it would seem to be a trivial piece of graphic work to change that little dot as well.

It hits me as more like a "up to 20% off or more!" kind of thing more than giving themselves room to throw in something extra without relabeling.
