Before or after he voted?

Possibly after he voted multiple times. There is a theory that Poe was the victim of "cooping", a 19th century voter fraud scheme in which derelicts and similar folk would be driven by wagon from one polling precinct to another with different identifications, sometimes changing their clothes in the middle to avoid being recognized. Poe was found delirious in the street, in clothes that were not his own.

And to think, our biggest "voter fraud" non-story of the 21st century is ACORN. We have a lot to learn from our forefathers.

("Vote early and vote often" indeed!)
