There are forces at work. Trust us.
[ the problem with that promise is it can be overridden by another promise, and shirley did so herself. so she hasn't excluded him, actively, but of course, she hasn't told him a damn thing. admittedly, she has left it open for tonks's action, and it was only very recently that took off. it's such a lazy plan, she doesn't even consider it one for him to be excluded from, anyway.
