Mikey Way tutorial.
Made in Photoshop CS.
In about 5 steps. Not translatable. Uses selective coloring.
Make this:
into this:

1. First, duplicate your base. Set it to screen; merge.

2. Add a new selective color layer.
Reds: 20/100/-30/0
Yellows: -100/100/-40/-40
Cyans: -100/100/100/40
Whites: -60/-40/30/20
Neutrals: 20/0/10/0

3. Add a new color fill layer. #000B1C. Set it to exclusion 100%.

4. Add a new color fill layer. #E1F6FF. Set it to soft light 100%.

5. Merge all layers. Duplicate your NEW base, set it to linear burn. And you're done!

other examples:

With the other examples, I played around the opacity after I set it to linear burn. It always depends on your base.
Comments are appreciated. I'd love to see what you get with this tutorial.
